Benefits at Everett Community College
EvCC offers a comprehensive benefits package which includes medical, dental, life insurance, long term disability, retirement, and other optional retirement and medical benefits. The Public Employees Benefits Board (PEBB) program is administered by Washington State Health Care Authority (HCA). PEBB is responsible for all provisions related to the employee benefits offered at EvCC. Retirement options are available through the Department of Retirement Systems (DRS) and the WA State Board for Community and Technical Colleges (SBCTC) State Board Retirement Plan (SBRP).
Washington State PEBB Benefits and Eligibility
Classified and Administrative/Exempt employees who meet all 3 criteria are benefits eligible:
- anticipated to work an average of at least 80 hours per month
- anticipated to work for at least 8 hours in each month
- for more than 6 consecutive months.
Faculty
Full-time faculty working 50% or more and have an annual contract.
Associate faculty who work 50% or more of a full-time teaching load for 2 consecutive quarters become eligible the first day of the month after the beginning of the second quarter. For eligibility purposes, Spring and Fall are considered consecutive quarters. Teaching loads across WA state institutions of higher education combine for eligibility purposes.

Medical/Vision/Dental - The PEBB Employee Enrollment Guide
will provide you with information you need to sign up for, use, or change your PEBB benefits listed below. Please keep this guide for reference. Refer to the enrollment guide for coverage details and rates, and enrollment forms.

Life Insurance - PEBB provides basic life and basic accidental death and dismemberment (AD&D) insurance
at no cost to employees. You can also enroll in supplemental life and AD&D insurance for yourself and your eligible dependents.

Long Term Disability - PEBB offers basic employer-paid and optional employee-paid long-term disability (LTD) insurance.

FSA - Flexible Spending Arrangements (FSAs)
allow you to set aside pretax money from your paycheck to pay for out-of-pocket health care costs. Navia Benefit Solutions

DCAP - The Dependent Care Assistance Program (DCAP)

HSA - Health Savings Account (HSA)
is a tax-advantaged account, which means money you contribute is not taxed. When you enroll in a Consumer-Directed Health Plan (CDHP) medical plan, you are automatically enrolled in an HSA. The College also contributes to your HSA each month.

Automobile, Home and Renters Insurance – Optional insurance through Liberty Mutual
may be purchased by eligible employees and premiums may be paid by automatic payroll deduction.
Affordable Care Act (ACA) Notice of Health Insurance Marketplace
Students, temporary hourly, and faculty teaching less than half time that are not eligible for health insurance through employment at Everett Community College:
As of October 1, 2013, you have the opportunity to purchase health insurance through the Washington Healthplanfinder Marketplace that has been designated to serve Washington residents. Information regarding health insurance purchases can be found at the Washington Health Plan Finder website.
Manage Your PEBB Benefits
Employees can view their coverage and premium surcharges, access their statement of insurance, and make changes during Open Enrollment November 1 through November 30 each year via Benefits 24/7.
Other Optional Benefits

Retirement Eligibility and Options
Administrative/Exempt - Employees expected to work 50% or more for at least 6 months are eligible to participate in the State Board Retirement Plan (SBRP) or one of the Department of Retirement Services (DRS) retirement plans. Eligibility rules apply and are based on prior membership. Human Resources will provide new employees with a notice of eligibility at the start of their Administrative/Exempt employment. New employees have 30 days from the date of hire to make an election, otherwise employees will be defaulted into SBRP. Contract Human Resources for further assistance.
Classified - Employees expected to work at least 70 hours per month for at least five months of each year are eligible to participate in the Public Employees Retirement System (PERS), administered by the Department of Retirement Systems. Human Resources will provide new employees with a Plan Choice booklet at the start of their employment. Employees who have not participated in PERS have 90 days from the date of hire to choose PERS Plan 2 or PERS Plan 3. Employees who have previously been enrolled in PERS will continue in the same plan.
Faculty
Faculty who become newly eligible for state benefits have the option of enrolling in the:

Voluntary Supplemental Retirement Savings Options:
SBVIP: The State Board Voluntary Investment Program (SBVIP) is an optional, unmatched retirement savings plan, operating under Section 403(b) of the Internal Revenue Code (IRC). SBVIP participants may contribute pre-tax and/or after-tax.
DCP: The Deferred Compensation Program (DCP) is tax-deferred — it lowers your taxable income while you are working and it delays payments of income taxes on your investments until you withdraw your funds. DCP is a great way to save. DCP is an IRC Section 457 plan administered by the Washington State Department of Retirement Systems (DRS). DCP is similar to a 403b program.

provides paid time off when you have a serious health condition that prevents you from working, when you need time to care for a family member or a new child, or for certain military-related events.
- Credit unions - Although membership is now open to all WA residents, these credit unions have historically supported WA state employees and public education.
Leave Policies and Procedures
Administrative/Exempt
Most Admin/Exempt employees are not eligible for overtime and do not submit timesheets.
Admin/Exempt employees that are overtime eligible must submit all hours worked each pay period in ctcLink.
All Administrative/Exempt employees are required to submit leave requests in case of an absence from work. Vacation leave may be taken for any reason. Sick leave is restricted to use for health-related absences. Personal Holidays may be taken for any reason, but must be taken as a whole day. Refer to ctcLink how-to guides for instructions on leave requests and timekeeping.
Faculty
Refer to Article 6 of the AFT Faculty Collective Bargaining Agreement for leave information and eligibility.
College Observed Holidays
The College observes 11 paid holidays. Eligible employees must be in pay status the day prior to the Holiday calendar day in order to receive Holiday pay. In addition, Overtime Eligible employees are required to enter the Holiday on their timesheet to receive Holiday pay.

Professional Development
Admin/Exempt employees are eligible for up to $500 per academic year in reimbursement for professional development expenses. Reimbursement may be requested for tuition, fees, books, conference registration, certifications, examinations, etc. For information on eligibility and process, see the Procedure
To request a reimbursement submit the Request for Reimbursement to HR Director - Admin/Exempt. For questions or additional assistance, contact the HR Director - Admin/Exempt.
Classified employees are eligible for up to $300 per fiscal year in reimbursement for professional development expenses. Reimbursement may be requested for tuition, fees, books, conference registration, certifications, examinations, etc. A Reimbursement Form is required. Faculty can apply for professional development funds through the Faculty Development Committee (FDC). The FDC is a group of faculty members at Everett Community College who are tasked with allocating EvCC’s Professional Development Fund. Tuition Waiver Program
Employees of the College, Washington public schools, and other state agencies may receive tuition waivers/discounts as described in EvCC3240P: Tuition Waiver Procedure. Employees that want to take advantage of the Tuition Waiver must complete the Tuition Waiver request form and follow the application process.

On-Site Childcare
The Early Learning Center (ELC) provides on-campus, licensed childcare in an environment that is safe, nurturing, and designed to meet the developmental needs of infants to children aged 5.
Fitness Center Pass
Free access to the Fitness Center is offered to all union represented employees. Sign up on the My Information tab on the intranet.
